Operator and Container Requirements

Operator must have the capability able to handle application upgrades. This should be indicated as a "Seamless Upgrades" capability in the Cluster Service Version (CSV).

All containers managed by the operator must meet Red Hat's requirements for container image certification, including usage of RHEL/UBI as the base image.
